Bottom line:
- This week lock who signs this BOM. A Taiwan-invested plant ECN is one paper; a Suzhou trading-house inquiry sheet is another. Municipal copy writes Kunshan as a dense Taiwan-invested cluster and home of a cross-strait industrial cooperation zone — see the Kun-Tai experimental-zone note. Titles sit in the background, not in the manufacturer box. Do not invent project counts or investment totals.
- Swap one part number, ask whether the live AVL still accepts it. A verbal “equivalent” will not load the SMT program. The development-zone Taiwan-investment service office coordinates cross-strait trade and plant service — see the Taiwan-service office functions page — it is not a purchasable “official BOM lock certificate.”
- A Suzhou desk can issue a sheet. Write the Kunshan licence that actually places or assembles. Shanghai or Taicang Port only decides the sailing. Do not paste Huaqiangbei stall talk or Dongguan tooling talk onto this page.
A German automotive-electronics buyer returns a red-lined BOM: “Lock BOM rev C for this PCBA. No equivalent parts without an ECN from the Taiwan-invested plant in Kunshan. Audit the SMT line, not the Suzhou trading desk. HK invoice OK.” Sales dumps a Suzhou SIP meeting room, a Hong Kong PI and a “Kunshan Taiwan source” flyer into one drive: “Suzhou one body, parts substitutable, plant in Kunshan.” The buyer asks who signed the BOM revision, whether that resistor has an ECN, and which Kunshan industrial road the audit walks. Sales copies the Suzhou front-desk address into the manufacturer box.
The trading house says every “equivalent” on the inquiry sheet can go on the line. Plant process says this part is not on the live AVL and cannot be placed this week. Finance wants an “experimental-zone certification fee” in the unit price as officially required. Membership wired to ALIBABA.COM HONG KONG LIMITED will not buy an ECN and will not buy a part number.
Do not answer with “Kunshan Taiwan plants can all lock parts.” Name in writing: who signed the BOM revision; whether a swap has an ECN; which Kunshan licence the audit walks. How Huaqiangbei stalls are quoted is on the Shenzhen paper — stall, not plant; do not copy that onto a Kunshan BOM. How Dongguan tooling and town lines are quoted is on the Dongguan paper; do not paste tooling talk into the part-number box. Origin is on China goods are not Hong Kong origin. Below follows who locks the BOM and which licence.
Who signs this BOM: a Taiwan-invested plant ECN, or a Suzhou trading-house inquiry sheet
Hong Kong-channel sellers quoting Kunshan SMT boards, connectors or display modules most often receive a versioned BOM, not a blank inquiry. Ask the plant: was this revision signed by Taiwan-invested plant engineering, or edited in a sheet by a Suzhou trading-house salesperson. The two files can look alike. Signing rights are not one set.
Reply in full sentences: “Contract seller is the Hong Kong company or which Suzhou trading house; the licence that placed or assembled is which Kunshan Taiwan-invested plant; BOM revision; signer’s role. Do not write ‘Kunshan Taiwan, Suzhou one body.’”
Kunshan’s above-scale industry note writes electronics as a key city industry — see the 2024 above-scale industry analysis. That is a statistical class, not a purchasable “official Kunshan electronics-plant certificate.” Do not write the class into the PI as already certified.
The mail to plant engineering should not only say “need Kunshan source.” Write: “Please reply in writing: this booking’s BOM revision; whether this revision has been released to this SMT line; if it disagrees with the inquiry sheet, which file governs. A Suzhou meeting-room photo is not enough.”
Gerber, centroid file and BOM revisions must face each other. Gerber still on B, BOM already on C — placement stops first. Put the three file names and revisions in one confirmation. Do not say “we will align” out loud.
A trading house writing “substitutable” in a remark is not an engineering release. Remarks are for sales. The SMT program reads part numbers. Without an ECN, write that this revision has not been released.
The development-zone “Kun-Tai one family” note names local Taiwan-invested plants and electronics work — see the development-zone integration note. It names an ecosystem, not the signer on this board. A flyer plant name will not fill a BOM footer.
A Hong Kong company as contract seller does not make that company the engineering signer. Titles are on document titles. Split the seller box from the BOM footer.
If the trading house will not name the Kunshan licence, do not stand in with “Su-Kun one body.” Reply to the buyer: “Seller is which Suzhou name; the work licence waits on plant writing. Until the licence arrives, do not lock a unit price and do not book an audit.” Missing a door plate means stop. Do not send a Suzhou desk address first.
Hong Kong-channel quotes in Kunshan are usually SMT boards, connectors or display modules — not a Huaqiangbei stock counter. If the inquiry is only a brand name, with no part numbers or revision, ask for the BOM first. Without a BOM, do not price from a module brochure.
Swap one part number: who may change the AVL — a verbal swap is not a lock
What stalls a Kunshan carton is rarely “no plant.” It is an equivalent on the inquiry sheet that will not load. Do not invent swap fees or fines.
Ask for three papers side by side: the live AVL, this BOM, and if a part changed, the ECN number. If the three lines disagree, do not lock a unit price. Sales writing “we always substitute” does not help; the buyer reads these three lines.
The AVL sits with plant engineering, not in a Suzhou salesperson’s phone. “Original is short, domestic equivalent” needs engineering to accept this exact part in writing. If accepted, the ECN number enters the confirmation; if not, write that this booking stays on the original part number and the date follows that part.
Same part number, new supplier, new package or new temperature grade — treat it as a swap first. Do not look only at the ohm value. Placement, reflow and inspection may all move. Name in writing which item moved and which items the ECN covers.
Do not put consigned parts and plant-supplied parts on one confirmation without a split page. Consigned parts need: part number, lot, who receives, who loads, how rejects return. Plant-supplied parts need: still on the AVL or not. Merging both as “we will kit” means a spot check that opens a reel will ask whose reel it is.
Do not cover a shortage with leftover reels from the next booking. That lot is not this booking. If the buyer pulls one reel, you must show which BOM line it faces. If you cannot, write that this line has no parts yet.
Tooling charges and locking a BOM are not the same job. Tool ownership is on tooling is not a deposit. If this booking only swaps a part and cuts no new tool, do not write tooling talk into the ECN. If you do cut a new stencil or fixture, give it its own page; do not mix it into the part-number box.
Finance should not write an “experimental-zone BOM-lock official fee” into the unit price. The Taiwan-service office page writes cross-strait coordination, investor complaints and plant statistics — not a fee to lock a BOM. Plant engineering hours, stencils and inspection go as contract line items, labelled as engineering or inspection quotes, not an official lock price. There is no site-wide Kunshan BOM official fee.
Contract seller is a Suzhou house — which Kunshan Taiwan-invested licence did the work
A Suzhou trading house can sign the PI and a Kunshan Taiwan-invested plant can place the board. The two licences can both exist. They will not merge into one “Su-Kun factory.” Reply in three lines: contract seller; full name and domicile of the licence that placed or assembled; and, if the invoice seller is the Hong Kong company, a third line.
The commercial-invoice seller can be the Hong Kong company; fields follow 141.86. Origin stays China and follows the work city. Do not change origin to Suzhou Industrial Park because the seller sits there. Do not change origin to Taiwan because a flyer writes “cross-strait cooperation.”
If the trading house only inquires and arranges despatch, and does not do origin work, keep it out of the manufacturer box. Manufacturer follows the SMT or assembly name. The trading house appears as seller or notify party — write the role.
Work split across two names — board placed in Kunshan, housing assembled in another city — name both. Sales quoting one address under “Kunshan Taiwan” will have the audit driver ask which name first.
A Gold-Supplier audit on another line is not automatically this board. A line change is a work-order change and often a stencil change. Ask whether this booking is still the line that faces the signed BOM revision.
Huaqiao, Zhangpu, the development zone — write the licence domicile. Do not rewrite every plate as “Kunshan Development Zone” because it is easier to remember. The buyer asks for the door plate.
Walk the Kunshan SMT or assembly line — do not write a Suzhou SIP front desk
When the buyer writes “audit in Kunshan this week,” split whether they want the Suzhou meeting room, the sample cabinet, or this SMT or assembly line. Three gates are not one. “Su-Kun can be audited” is no reply.
Write one address per day. If the work sits on a Kunshan industrial road, that day’s walk is that licence domicile. Do not write a half-day Suzhou desk tour as the audit. The buyer who steps out of the car will ask whether the part numbers on the SMT program are this revision.
Bring three physical items that day: a paper BOM with the revision, the live AVL or the ECN, and this booking’s in-process board or reel. If the inspector names one part, you can face the line number on the spot. If you cannot, stop on that item; do not drive to Suzhou for a desk photo.
If the interpreter is trading-house reception, they can lead the way. They cannot sign as engineering. Reception goes on the itinerary, not in the BOM footer.
Do not stand in with a night shot of the park. The buyer wants the door plate, this revision’s in-process work, and the reel lot. If one is missing, write that it is missing. Do not pad with a neighbouring line’s sample wall.
The plant mail for the audit: “Please reply in writing: which line that day; work-order number; BOM revision; whether this booking’s reels can be seen. Do not write a Suzhou address into the reply.”
Write the audit itinerary in three lines for the driver: date; Kunshan licence domicile (road and number); which line. Suzhou SIP and Kunshan are not one ride. If the buyer comes from Hongqiao or Pudong, name the drop-off. Do not write “Suzhou and Kunshan are both close.”
Consigned parts and substitutes that never entered the process sheet — do not open the first lot
A consigned IC or connector enters the process sheet before it goes on the line. The sheet needs: part number, consigned lot, receiving record, load station, reject-return path. Missing one line, placement stops first and blame blurs first.
Even a signed substitute still enters this booking’s process sheet. Last booking’s ECN cannot be retitled for this one. ECN number, effective date, covered work-order numbers — all three lines.
An RFQ that says “Kunshan Taiwan plant, open BOM, HK seller” is split first by what you can lock. Quote the revision you can lock. Cut part numbers you cannot explain, then price. Do not quote a “whole-board price” and hunt parts afterwards.
If the sample board used leftover sample-cage parts, bulk must follow this AVL. A sample that lights and a bulk board short one part are two boards. Write whether the sample part list and the bulk part list are the same revision.
Do not put a display module and a bare SMT board on one confirmation without a split page. Modules often carry optics and structure; name the outside plant. You can share a container. You cannot merge the BOMs into one board. If you cannot explain the module set, keep it off this PI.
Before this booking leaves, sales faces five papers: written BOM revision; AVL or ECN; SMT or assembly licence; in-process or reel lot; contract seller split from the work licence. If one is missing, write which one. Do not announce a release date first.
Shanghai or Taicang Port goes on the bill of lading, not in the BOM box
A Hong Kong company can invoice, Kunshan can place, Shanghai or Taicang can sail — all three at once. Load port appears on the bill of lading. Do not copy it into the invoice origin box or the BOM footer.
FOB Shanghai, CIF Hamburg, EXW Kunshan warehouse — three terms, three delivery points. Do not write “we deliver in Kunshan” as “we deliver at the port” without naming the warehouse. Export papers are on the export documents checklist.
If the buyer wants a warehouse address, return the actual despatch warehouse — not a Suzhou meeting room, not a Hong Kong secretary floor. Name which warehouse the packing video was shot in. The video should show this work-order number or board-edge mark.
If the outer carton prints the Hong Kong English name, do not print Made in Hong Kong. Do not print part numbers and revisions as a stall number or a park slogan.
Finance should not write a “cross-strait zone certification fee” or a “Taiwan-source certificate fee” into the unit price. There is no site-wide official price. The membership receipt does not go into the engineering pack.

Last booking’s BOM revision — this booking only swapped one resistor. Can we reuse it?
Ask plant engineering whether that part is still on the live AVL. If it is not, you need an ECN. Writing “only one part” into the unit price does not load the pick-and-place program. The machine reads a part number, not a verbal equivalent.
Can a Huaqiangbei stall file or a Dongguan Chang’an module report be written as a Kunshan Taiwan-invested plant?
No. Write the city that did the work. Kunshan papers write Taiwan-invested plants and electronics work. Do not swap door plates. How Huaqiangbei stalls are quoted is on the Shenzhen paper; how Dongguan tooling is quoted is on the Dongguan paper.
The buyer consigns one IC. Who goes in the manufacturer box?
Manufacturer follows the step that conferred origin. Consigned parts enter the process sheet: part number, lot, who stores them, who loads them. Without that sheet, do not open the first lot. The invoice seller can be the Hong Kong company or a Suzhou trading house — keep both lines split from the work licence.
Shanghai or Taicang Port is easier to book. Can origin be written as the port?
No. The port appears as load port on the bill of lading. Origin follows the SMT or assembly city. The BOM box does not take a quay. The invoice seller can be the Hong Kong company.
