Wednesday night a German buyer drops one WhatsApp line: “Dongguan OEM charger case, HK invoice OK. Need mold kick-off this week. Who owns the tool? Factory address for audit?” Sales zips a Nancheng trading-house lobby, a Hong Kong PI and a Chang’an WeChat pin and replies “Dongguan original factory, Hong Kong letterhead, tool can start.” The buyer asks again whether the audit walks Nancheng, Chang’an or the paint subcontractor. Sales stacks three addresses in one email.

The same night finance asks whether an “official tooling fee” is bundled with Verified Supplier membership. The plant says “thirty percent tooling to our corporate account first” and wants that line written as a government guide price. The trading house adds “we are the factory”; the licence domicile is an office building. The tool sits on another street in Chang’an, paint in Houjie, packing in Fenggang. None of the three is on the Alibaba.com showcase.

Do not reply again that Dongguan factory, Hong Kong company and tooling are one body. Stop three things first: do not write a Bao’an or Huizhou line as Dongguan, do not write a trading-house desk as the OEM plant, and do not lock a chat-room tooling percentage as an official price. How origin is written is on China goods are not Hong Kong origin. Below follows this city’s town map: which line is actually quoted, who cuts the tool, what buyers get stuck on, how a Hong Kong letterhead sits on a Dongguan shipment, which papers stall the class, and only then what sales and finance stop.

Which town line is actually quoted this week, not “Dongguan factory”

When a Hong Kong-channel seller writes “Dongguan” on a quote this week, they are usually quoting a town line a buyer can walk into, not a city slogan. The municipal opinion aims quality-brand work at Chang’an molds, Humen apparel, Houjie furniture, Chashan food and Shipai trendy toys. The textiles-and-footwear cluster is written as the Humen–Houjie–Machong–Daojiao–Wanjiang–Gaobu–Dalang–Changping–Fenggang belt. Name the town and the class before you quote. Do not write the whole city as one plant.

Before sales answers the inquiry, ask two questions: which line the sample leaves, and which plant will cut the bulk tool. Writing “Dongguan electronics” without saying a Chang’an mold part or a Humen powered accessory means next week’s test jumps from a material report to an electrical file. Writing “Dongguan apparel” without saying Humen wovens or Dalang knitwear means the audit address jumps from one building to another street.

Bao’an metalwork, Huizhou battery modules and Zhongshan lighting are not the town fields Dongguan named. Houjie has furniture; that does not turn a Shunde Lecong showroom into a Houjie plant. Shipai has trendy toys; that does not turn Chenghai injection into a Shipai IP. When a buyer asks for a “Dongguan factory address for audit”, write the place that did the work.

The Chang’an hardware-and-mold fair, the Humen garment fair and the Dalang knitwear fair sit in the same municipal opinion. A fair lets you meet a plant. It does not make the booth the contract seller on this booking. A sample shot at the fair and an order placed later on Alibaba.com still needs the tooling plant and the delivery plant named in writing.

A showcase can hang twenty or sixty items. A Dongguan town line can quote far more SKUs than that. Export Tong and Verified Supplier buy window quota, not the right to write Chang’an through Dalang into one store. Lock three to five classes you can tool and match to a plant address. Cramming charger housings and knit sweaters into one “Dongguan general factory” title leaves you without one manufacturer address when the buyer asks.

The email that asks a plant for papers should be a full sentence: “The Alibaba.com buyer wants the OEM work address and the tooling party. Please reply in writing: which legal entity cuts the tool, which line runs bulk, and whether any work is subcontracted. A Nancheng lobby photo is not enough.” Do not send only “need Dongguan factory.”

Sales often treat “Dongguan OEM” as a class that covers the whole city. The buyer is asking for a charger housing, a knit sweater or a hotel desk. Those three do not share a street, a tool or a test. Chang’an can cut a housing tool; that does not weave Dalang’s crew-neck. Humen can cut a woven sample; that does not share Houjie’s paint lot. Put the class in the first sentence, then the town, then the plant’s legal name. Until the class is locked, the town table is background.

A buyer who brings a fair card back to Alibaba.com is often holding a fair salesperson’s number, not the tooling plant. A fair salesperson can book a sample visit. That person is not automatically party A on the tooling contract. Ask which of the three the card is: trading house, fair booth, or the name on the plant licence. Write the choice into the email. Do not photograph a fair badge into the PI as the manufacturer.

Humen and Dalang both make clothes. The work is not the same. Humen is often woven garments and a fast turn. Dalang is often flat-knit and piece-work sent out. Composition and gram-weight samples are not the same garment. Using a Humen door photo to stand in for a Dalang knit shop is how the audit day stops on “this is not the line I saw.” Both towns can sit on one trading house’s follow-up sheet. They cannot sit in the same manufacturer cell.

The shop that cuts the tool, the shop that runs bulk, and the name on the contract

What stalls a Dongguan booking is rarely a missing plant. It is three licences sales has merged into one. The Hong Kong company issues the contract and the invoice. A Dongguan trading house follows the sample and places the domestic PO. The OEM plant cuts the tool and runs bulk. A subcontractor paints or prints. The four can stand at once. They cannot become one English signboard.

When the trading house says “we are the factory,” read the domicile on the licence. If the domicile is an office building and the work sits in Chang’an or Houjie, the manufacturer is not the lobby. When the plant says “we have a Hong Kong company,” the Hong Kong company only proves the contract seller. It does not prove the tool was cut in Hong Kong. When the subcontractor says “the goods leave here,” paint or packing is a process. It is not the contract seller and it may not be the origin-conferring plant.

Membership wired to ALIBABA.COM HONG KONG LIMITED buys a showcase. Customs and the buyer cannot see whether that store is the tooling party. Do not write OEM and ODM in the same cell. The buyer supplies the drawing and the plant cuts to that drawing: OEM. The plant supplies the design and the buyer picks a style: ODM. Intellectual property, tooling sign-off and revision counts are written differently. Sales treating an ODM catalogue as “we can tool any drawing of yours” is how revision charges stall on who signs next week.

Two plants each doing part of one booking — Chang’an cutting the tool, Houjie running wood, Fenggang packing — need the origin-conferring step named in writing. Do not merge three addresses into “the Dongguan factory.” If the buyer wants two audit days, hand over two legal names and two addresses.

Do not bind the tooling contract and the bulk contract as one unread stack. The tooling contract names who pays, where the tool sits, how many revisions who signs, what happens to the tool if bulk stops, and whether the buyer’s brand may be cut into the tool. The bulk contract names which tool this booking faces, which line, and which step is subcontracted. Writing tooling into the bulk unit price as “already included” is how finance asks who received the money. Split three lines: tooling, samples, bulk. A chat-room “thirty points first” does not go into the contract as an official price.

If paint, print or packing sits on another street, the buyer must be able to ask the name on the job sheet. “The goods leave here” from a subcontractor only names the last process. It does not automatically become the contract seller and it may not be the origin-conferring plant. Paint in Houjie and injection in Chang’an: write both addresses and name which step confers origin. If that sentence is not ready, do not quote “one-stop Dongguan surface plant.”

What buyers get stuck on this week: tooling, samples, audit address

Dongguan inquiries on Hong Kong Alibaba.com this week are not “do you do OEM.” They are the three questions below. Each one has to match the three licences. If it does not, do not quote a unit price first.

First: who cuts the tool, where it sits, who signs a revision. When the buyer writes tooling kick-off, split the sentence: is party A the Hong Kong company or the Dongguan plant; on which line the physical tool sits; who signs T0 and T1. How tooling splits from a deposit is on who pays for the tool. Do not write a tooling percentage as “officially required.”

Second: is the sample a hand model, a soft tool, or the bulk line. A trading-house sample room can produce a hand model tomorrow. A steel tool needs a plant slot. Writing a hand-model lead time as a bulk lead time is how a Trade Assurance order discovers steel has not been cut. Reply in full sentences: where the hand model leaves, which plant cuts steel, and the two lead times. Do not write “Dongguan is always a seven-day sample.”

Third: where the audit walks. When the buyer writes factory audit, split the sentence: the Nancheng desk, the tooling plant, or the subcontractor. If all three addresses exist, write all three and name which one this booking will show. “Dongguan can be audited” is not an answer. A passed Verified Supplier audit is not this item’s destination file.

When the buyer asks “Are you the factory?” do not hide behind “original factory.” Reply: the contract seller is the Hong Kong company; which Dongguan trading house follows the order; which plant cuts the tool and runs bulk; whether any work is subcontracted. Four sentences in one email beat ten more plant videos.

An RFQ that says “Dongguan one-stop OEM, 200 SKU, HK company seller” should be met with a question: can the list be split by town and plant. Two hundred SKUs across apparel and powered goods can be followed by a trading house. The contract seller still has to explain the work address and papers for each class. If that explanation is not ready, cut the booking to the layer you can sample, then quote.

Before a sample leaves, sales should be able to say whether it is a hand model, a soft-tool piece, or a steel-tool piece from the bulk line. A German buyer often treats the sample as the bulk standard. A CNC or printed hand model will not match injection wall thickness. A soft tool shows structure and will not hold bulk cavity counts. T1 on steel is what colour and fit can face. Calling all three “Dongguan sample” is how a Trade Assurance dispute stalls on “this is not the face I signed.” If the parcel sender is the Nancheng desk, the contents note still names which line the sample left.

Do not write the audit as “Dongguan in one day.” A Chang’an tooling plant, Humen garments and Houjie wood do not share a drive or a gate. A buyer coming in from Hong Kong can walk one town that day. Ask which line this booking will show, then book the driver. Stacking three town pins into “Dongguan factory day trip” is how the buyer gets out of the car and asks where the line is. The line that passed Verified Supplier is not automatically the line that cuts this tool.

How a Hong Kong letterhead sits on a Dongguan shipment

A Hong Kong contract seller with goods leaving a Dongguan plant is the structure Hong Kong-channel sellers use most in this city. The commercial-invoice seller can be the Hong Kong company; line the fields up with 141.86. Origin is still China. Do not change origin to Hong Kong because the forwarder says “Hong Kong delivery is easier,” and do not write Chang’an as a district of Hong Kong.

The bill-of-lading shipper is often the forwarder. The invoice seller is the Hong Kong company. The customs operating unit may be the Dongguan plant or the trading house. The three boxes can stand together. Buyers and brokers want a chain you can explain, not three boxes merged into one English name.

Dongguan cargo often leaves through Shenzhen or tranships via Hong Kong. A transhipment port is not origin. FOB Shenzhen, CIF Hamburg and EXW Chang’an face three delivery points. Do not write “we deliver in Dongguan” and “the Hong Kong company issues the bill” on the same line without naming the delivery point. US dollars landing at the Hong Kong company, tooling in renminbi landing at the plant, and a separate “follow-up fee” at the trading house will not match four-flow consistency. Finance should not write tooling as “Customs requires this charge.” There is no site-wide official tooling price. Tooling, samples and bulk go on three lines.

A Hong Kong company often has no Dongguan plant. The goods sit in a Chang’an or Houjie warehouse. Packing photos, warehouse receipts and the tool list have to match the plant, not the Hong Kong registered address. When the buyer asks for a warehouse address, give the plant or the actual despatch warehouse, not a Hong Kong secretarial floor.

When the forwarder says “Dongguan cargo goes Yantian or Shekou, or we can deliver in Hong Kong,” that is a route, not origin. Shenzhen is a load port. Hong Kong delivery is a delivery point under the Incoterm. Chang’an or Houjie is the work address. The three can stand at once. Writing “Hong Kong delivery” as “Hong Kong goods” is how the origin box gets rewritten. Hamburg clearance looks at where origin-conferring work happened, not which quay lifted the box. A transhipment port on the bill of lading does not copy into the invoice origin box.

Plant warehouse, trading-house warehouse, forwarder receipt at a Shenzhen terminal: do not merge three receipts into “the Dongguan warehouse.” When the buyer wants a packing video, name which warehouse will be filmed. Filming a trading-house sample room as the packing floor is how destination unboxing fails to match. If the tool is still in Chang’an and bulk has already moved to Fenggang for packing, the video has to show this booking’s goods, not another booking’s packing line.

Apparel, powered goods, furniture, trendy toys: which papers stall the shipment

What stalls a Dongguan container is rarely “no line.” It is a class whose papers do not match what the trading house can hand over. The four classes quoted most this week are below. No invented lab fees or fines.

Humen apparel and Dalang knitwear. Buyers often want lot composition, colour fastness, azo or extra children’s-wear items, not a fair ticket. A trading house can supply a sample garment and a verbal fabric story. A lab test needs a lot and a finished garment. Without a report that faces this booking’s lot, do not write “already passed Europe” into the PI.

Chang’an powered accessories and charger housings. Buyers want an electrical file and battery shipping papers, not a mold-shop video. A housing plant can cut a tool. If the cell is bought in, the file has to point at the cell vendor. Sales treating a light-up video as “already certified” is how the forwarder asks for shipping papers at booking.

Houjie furniture. Buyers want the formaldehyde, coating and wood-packaging path, not a showroom render. Woodwork in Houjie, bought-in board, paint at a subcontractor: three names have to be explainable. The US composite-wood path is on TSCA / CARB. Wood packaging is on ISPM 15.

Shipai trendy toys. Buyers want a toy-safety file against the item and age grade, not the slogan “trendy-toy capital.” If the work sat in Shipai, write Shipai. If it sat in Chenghai, do not put a Shipai door on it. Chashan food-contact parts need their own official-certificate question. A mold-shop licence will not fill that box.

If the report’s applicant is the trading house, the sample came from the plant and the invoice seller is the Hong Kong company, the three names have to be explainable. A lot that does not match is no report. Certificates and tests are not a gift with membership. Opening a Hong Kong-channel store does not cut a tool, does not run the test, and does not guarantee the destination will take the goods.

What sales and finance stop this week

While the buyer is still asking who cuts the tool and where the audit walks, stop the promised release date and the “tooling guaranteed” line. Stop: Dongguan original factory, Hong Kong goods, official tooling already in the unit price, the trading house is the factory, a Bao’an plant equals Dongguan. Do not stop: asking the plant for legal name and tooling address; asking the trading house for the domestic chain; lining up the Hong Kong invoice seller; asking the buyer which address this booking will show.

On the floor, stop printing cartons before the work address is locked. The Hong Kong English name can sit on the invoice. Do not print Made in Hong Kong. Do not print a trading-house door as the factory address. If tooling ownership is not in writing, do not cut the buyer’s brand into the tool as “already handed over.”

Finance deletes “official tooling fee,” “Verified Supplier tooling bundle” and “government guide mold price” from the unit price the same day. There is no site-wide official price. Tooling, samples and bulk go in a split. In the contract and the PI, delete “the seller is Dongguan’s officially designated OEM,” “store certification equals tooling filing” and “a neighbouring plant equals Dongguan origin.” Write instead: the contract seller is the Hong Kong company; tooling and bulk sit at which Dongguan plant; origin follows the place that did the work.

  2. Write four names apart: Hong Kong contract seller, trading house, tooling plant, subcontractor. If one is missing, write “this booking has none.”
  3. The Hong Kong letterhead appears in the contract and the invoice seller box, not in the origin box.
  4. Tooling is not written as “officially required.” A chat-room percentage does not go into the contract as an official price.
  5. A membership receipt does not go into the tooling or Customs pack. Membership only proves the showcase was paid.

Can we write a Shenzhen Bao’an or Huizhou plant as a Dongguan factory?

No. When a buyer asks for an audit address, write the place that actually did the work. If the plant sits in Bao’an or Huizhou, write that legal name and address. Do not swap a Chang’an or Humen door number for a slot. Dongguan’s municipal opinion names Chang’an molds, Humen apparel, Houjie furniture, Chashan food and Shipai trendy toys. That is not a licence to relabel a neighbouring city’s line as Dongguan.

Can a trading-house front desk stand in as the OEM plant?

No. A trading house can take the order, follow the sample and place subcontract work. That does not mean origin-conferring work happened at its front desk. A Hong Kong PI, a Dongguan trading house, a Chang’an or Houjie plant cutting the tool, and a paint or print subcontractor are four names. An audit walks the plant that did the work, not a Nancheng office.

We paid tooling. Does the buyer own the tool automatically?

The Hong Kong company invoices and the goods leave Dongguan. Do we write Hong Kong as origin?

If Verified Supplier audit passed, has this OEM line cleared destination certificates?
