The Australian buyer wants RCM: CE will not fill EESS responsible-supplier registration

Bottom line:

When an Australian buyer asks for RCM, EESS has an AU/NZ responsible supplier register in-scope equipment, keep evidence by risk level, and mark the RCM under AS/NZS 4417. A certificate alone does not authorise sale or the mark. CE will not fill that box.
Opening the store does not register you. Radio gear may sit in a separate communications box.

The inquiry says: “Need RCM certificate / RCM mark.” Sales staples a CE and a note that says “saleable in Australia.” The buyer replies that EESS will not match a responsible supplier. The shop floor asks whether to buy another RCM paper or print a mark on the carton.

EU conformity sits on CE. Korean safety sits on KC. Japanese electrical goods sit on PSE. This page only splits the Australian electrical-safety box.

1. The paper they want is not a licence to mark

The responsible supplier is the person who manufactures in, or imports into, Australia or New Zealand in-scope electrical equipment. They register on EESS, declare the equipment electrically safe against the relevant standard, and mark the RCM as prescribed. A Certificate of Conformity is issued by a RECS or a regulatory authority. The certificate applicant need not be the responsible supplier. First ask whether this model is in-scope electrical equipment and which level. Bare furniture often means the buyer’s own policy, not EESS.

2. Registration is for the responsible supplier, not “our factory passed”

Level 2 and Level 3 equipment must be registered against a registered responsible supplier. Level 1 registration is voluntary; evidence still has to be kept. A supplier’s “whole factory RCM” will not cover a new model or a new power rating.

A Hong Kong company signs. The mainland shop floor builds. The responsible supplier is usually the Australian importer. You still have to produce the model, the level, the evidence or certificate number, and a lot that matches the invoice.

3. CE will not fill this box

Tell sales the same day: prices that say “certified / saleable in Australia” stop.

Keep CE, the certificate and the radio file as their own papers.
Match the model and the lot. Do not hand the master account to an intermediary to “make a certificate.”
If the goods are already moving: send the matching registration or certificate number. Do not invent one.
