The Korean buyer wants KC: CE and FCC will not fill the Electrical Appliances and Consumer Products Safety Control Act

Bottom line:

When a Korean buyer asks for KC, the Electrical Appliances and Consumer Products Safety Control Act has the manufacturer or importer take safety certification, safety confirmation or a supplier’s declaration, then mark as prescribed. CE and FCC will not fill that box.
Radio gear may also need the Radio Waves Act. Opening the store does not issue KC.

The inquiry says: “Need KC certificate / KC mark.” Sales staples a CE, an FCC ID and a Chinese note that says “saleable in Korea.” The buyer replies that the Korean number will not match. The shop floor asks whether to buy another KC paper or print a mark on the carton.

EU conformity sits on CE. US radio sits on FCC. Japanese electrical goods sit on PSE. This page only splits the Korean safety box: which route, who marks, and how it stays apart from the other two.

1. The paper they want is not sold by the shipment

In-scope electrical appliances and consumer products take one of three routes: safety certification, safety confirmation, or a supplier’s declaration of conformity. Certification usually takes product tests and a factory inspection. Confirmation leans on product tests. A supplier’s declaration is the manufacturer’s own evidence, kept on file. There is no window that sells a general KC pass paper to a Hong Kong store.

First ask whether this model is in scope. Bare mechanical hardware or unpowered furniture often means the buyer’s own policy, not the Act. Retitling a luminaire confirmation for a charger will be asked to match the product name.

2. The number is for this model, not “our factory passed”

Certification or confirmation sits on the model and the plant. A supplier’s “whole factory KC” will not cover a new model, a new contract factory or a new power rating. A trading-company mixed container is harder still.

A Hong Kong company signs. The mainland shop floor builds. The Korean importer is often the side that marks and files. You still have to produce the model, the route, the number if there is one, and a lot that matches the invoice and packing list.

Radio gear is another box under the Radio Waves Act. A safety KC does not empty the radio file. Do not write both into one sentence that says “Korea certified.”

3. CE and FCC will not fill this box

CE answers EU legislation. The Korean Act wants the number or declaration on its own route. A technical file can be preparation. If it will not log, it is not there.

FCC answers US radio. A Korean safety path does not empty because an FCC ID exists. The reverse is also true. See the FCC page.

PSE is Japan’s electrical-appliance Act. Three country paths. They do not substitute.

5. If you already replied “we have KC”

Tell sales the same day: prices that say “certified / saleable in Korea” stop.
Open this Korean order: is it in scope, which route, and who is the importer.
Keep CE, FCC and the radio file as their own papers. Do not merge and retitle.
Match the model and the lot. Do not hand the master account to an intermediary to “make a certificate.”
If the goods are already moving: send the matching number. Do not invent one.
