The Japanese buyer wants PSE: a CE file and FCC will not fill the Electrical Appliance and Material Safety Act

Bottom line:

When a Japanese buyer asks for PSE, METI has the notifying supplier confirm the technical requirements and self-inspect. Specified items also need a registered conformity-assessment body before the diamond mark. CE and FCC will not fill that box.
A foreign business without a Japan office needs a domestic representative to notify an import business. Opening the store does not issue the mark.

The inquiry says: “Need PSE certificate / diamond PSE.” Sales staples a CE, an FCC ID and a Trade Assurance screenshot. The buyer replies that none of that is the Electrical Appliance and Material Safety Act mark. The shop floor asks whether to buy another Japanese certificate or print a circle mark on the carton.

Whether a CE certificate is for sale sits on CE. How Great Britain reads CE sits on UKCA. US radio sits on FCC. This page only splits the PSE box: who notifies, diamond or circle, and how it stays apart from the others.

1. The mark they want is not sold by the shipment

Cabinet Order designates electrical appliances and materials. Specified items need assessment by a registered conformity-assessment body, then the diamond PSE, plus the names of the notifying supplier and the body. Non-specified items take the circle mark after the notifying supplier’s self-inspection. A seller who neither manufactures nor imports still has to confirm the mark is on.

Ask first whether this unit is an electrical appliance under the Cabinet Order, and whether it is specified or not. On furniture, textiles or plain machinery, a spoken “PSE” often means another Japanese rule. Retitling a charger report for a sofa produces the next email asking for the class.

2. The notification sits on this unit, not on “our factory passed”

The notifying supplier is responsible for the technical requirements and the self-inspection records. A specified-item certificate of conformity is by type classification; validity can be three, five or seven years depending on the item. Another model will not stand in.

METI writes that a foreign operator without a Japan office notifies an import business only after selecting and registering a domestic representative under the Companies Act. A Hong Kong address is not that representative. The membership year does not include it.

Assessment and testing follow the body and the model. There is no site-wide official price. Do not lock an “official PSE fee” into the unit price.

3. CE, FCC and UL will not fill this box

CE answers EU conformity. That is the CE page. UKCA answers Great Britain. FCC is US equipment authorisation. UL is one US workplace path. None of them writes a diamond or circle mark.

Japan has other product-safety acts. Do not merge PSE with food, toys or gas appliances into one “Japan certified” intermediary sheet.

4. How the inquiry can be answered

5. If you already replied “we have PSE”

Tell sales the same day: prices that say “certified / saleable in Japan” stop.
Open this Japanese order: is it an electrical appliance, diamond or circle, who is the notifying supplier, and is there a domestic representative.
Keep CE, FCC and UL as their own files. Do not merge and retitle.
Match the model and the type classification. Do not hand the master account to an intermediary to “make a certificate.”
If the goods are already moving: send the matching mark information. Do not invent an assessment-body number.

Is a PSE certificate something you buy from METI?

No. The notifying supplier notifies the business, confirms the technical requirements and keeps self-inspection records. There is no window that sells a PSE pass paper to a Hong Kong store.

If we have CE / FCC, can the goods already enter Japan?

Are the diamond and the circle the same mark?

Does opening Alibaba.com on a Hong Kong company already give us PSE?
