Bottom line:
- Chenghai plastic toys this week lock two things: age printed on the pack and the instruction sheet; the tested lot number faces this bulk carton. Titles sit in the background. Do not invent enterprise counts or shares.
- China compulsory toy certification splits units by age group. Age determination follows the national standard GB/T 28022 Age determination guidelines for toys. A chat-room Ages 3+ will not fill the pack and will not fill a certification unit.
- Halls and the expo are for viewing. The 23rd Shantou (Chenghai) International Toy and Gift Fair is an exhibit arrangement — see the municipal fair note. A stall number is not a moulding line. Dongguan tooling and Shipai trendy toys: write the place that did the work.
A US buyer posts a taken-apart plastic car: “Ages 3+. Need the batch file that faces THIS carton, not last season’s. Audit the moulding plant not the toy hall. HK invoice OK.” Sales returns a toy-city stall, a Hong Kong PI and an expo stage: “Chenghai source, 3+ we can do, report ready.” The buyer asks whether age is printed on the pack, and whether the tested carton number is this booking’s carton. Sales copies the stall number into the audit address.
Moulding says colour and wheels changed this week and the old report can be retitled. The trading house wants to bind a Dongguan or Shipai trendy-toy file as “already through the US.” Finance wants an expo stall fee written as officially required. Membership wired to ALIBABA.COM HONG KONG LIMITED will not buy an age determination and will not buy a lot number.
Do not answer with “Chenghai toys can always pass.” Lock pack age, tested lot and the assembly licence. How Dongguan quotes tooling and town lines is on the Dongguan paper. Do not paste tooling language or a Shipai door plate onto this Chenghai carton. Origin is on China goods are not Hong Kong origin. Below follows age and lot.
Is the age grade printed on the pack and the instruction sheet, or only in the inquiry
What buyers ask first on a Chenghai plastic car, brick set or remote is age. Ages 3+ in an inquiry only proves someone typed it. Pack, instruction sheet and outer carton must print the same band. If one is missing, destination returns “this is not that band” first.
Reply in full sentences: “This booking’s printed pack age is …; the instruction sheet is the same band; testing faces which age group; determination follows which written paper.” Do not write “Chenghai always prints 3+.”
CNCA’s compulsory toy certification implementation rule treats age group as a unit-split condition: under 36 months; 36 months up to under 96 months; 96 months and above. Change the age group and you may change the unit. An old certificate cannot be retitled for a new age.
How age is graded follows GB/T 28022 first, then this item’s small parts, magnets, cords and batteries. “Our experience” is not something a lab accepts. Without a written determination, do not open colour-box film.
The email to the plant should read: “Please reply in writing: age copy on pack, instruction sheet and outer carton; whether age was re-graded against this booking’s parts; which band the tested unit faces. A stall photo is not enough.”
Age icon and age text must be the same band. 3+ on the box and 8+ on the sheet is how destination rejects the stricter band. Change the three films together. Do not open the colour box and top up the sheet later.
Chinese age and English age sit on a confirmation cross-check. “3 years+” with no English is how a US buyer asks whether it is this band. Attach the cross-check. Do not let the plant translate it alone.
China compulsory certification governs toys entering the Chinese market. If this booking only ships to the US or the EU, destination files follow the destination path. Do not retitle a CCC certificate as ASTM or EN 71. The reverse is also true. One class, one list. Write which market this booking ships.
Is the tested carton’s lot number the same lot as this bulk carton
What stalls a Chenghai box is rarely “no mould.” It is a tested carton that does not face the bulk carton. No invented lab fees or fines.
Lay three papers side by side: lot number on the lab application, sample description on the report, bulk carton number or factory lot. If the three lines disagree, do not load the box. “We test every year” is not what destination reads.
A colour change, a wheel change or a battery compartment can change structure or material. A certification unit also looks at structure, main material, age group and power type. Name in writing whether this booking is still the same unit. If it is not, write that this unit does not have a report yet.
If the sample left a hall or a viewing warehouse on a platform such as those named in Shantou commerce copy, and bulk leaves a moulding line, the two lots must be explainable. That copy on halls and platforms is viewing and trade — see the Chenghai toy-innovation note. A viewing-warehouse address is not the bulk lot.
If the report’s applicant is the trading house, the sample came from the moulding plant and the invoice seller is the Hong Kong company, the three names have to be explainable. A lot that does not match is no report. Opening a store does not run the test.
Inner bag or blister must carry the same lot as the outer carton. An outer lot and a blank inner bag is how a pull dies at the bag. How the lot is marked and on which layer goes on the process sheet.
If bulk leaves in two lots, lock a test on each lot. A passed first lot and a recoloured second lot cannot click “all goods follow the first report.” Short lot first and later lot later need writing. US retail pulls by the carton and will face the later lot’s file.
If a sample leaves a hall or platform viewing warehouse, do not write the shipper as the manufacturer. The inner note must say the sample left the hall and bulk sits at which moulding plant. Writing a hall shipper into the commercial-invoice seller will not match the Hong Kong company.
Small parts, magnets, batteries: which item pushes the age floor up
If this booking added removable wheels, magnet discs or a battery compartment, re-grade age before you change the pack. Do not open a 0+ or 3+ colour box and argue parts later. Wheel aperture, magnet size and battery-cover screws go in an attachment facing the written determination.
Do not bind a remote and a plain plastic car into one unread confirmation. A remote adds power type and often a radio path. A box can be stuffed. Certification units cannot merge into one item. If the remote set cannot be explained, do not write it into the same PI.
Brick bite and a soft projectile are another mechanical class. A neighbour brick report cannot be retitled for a soft projectile. One class, one list. If a class is missing, write that this booking does not have that class yet.
If the destination wants a CPC or an equivalent lot file, age and lot on that file must face this carton. Binding a Dongguan or Shipai neighbour file is how manufacturer and age fail together. If the work sat in Chenghai, write the Chenghai licence.
A button cell and an AA cell are not one path. Changing a no-battery item to a button-cell item: stop the colour box, re-grade age and the compartment. Whether the cover needs a tool to open goes in an attachment for determination and test. Do not say “Chenghai remotes are all like this” out loud.
If a magnet can be touched or can come off, re-grade this item. Do not keep a neighbour 3+ from a no-magnet item. Without a written determination, write that this booking does not have that item yet. Do not open magnet-part bulk first.
How a small-parts cylinder is run is a lab question against the applicable standard. Do not accept a plant caliper video as “passed.” Writing “we stuffed it ourselves” into the unit price is not something destination accepts.
Write the audit to a Chenghai moulding or assembly licence, not a toy-city stall
When a buyer writes audit in Chenghai, split expo, hall, or moulding / assembly. A stall can be photographed. It cannot show this item’s mould and line. “Chenghai can be audited” is not an answer.
Write the audit address as the production domicile on the licence. If that domicile sits on a Chenghai industrial road, write that set. Do not write a toy-city shop number, an expo hall number or a Hong Kong secretarial floor. The line that passed Verified Supplier is not automatically this item.
Moulding in one plant, spray in another, assembly in a third: ask which step the buyer wants to see. Walk moulding for moulding; walk assembly for assembly. Merging the three into “one Chenghai factory” is how audit day starts by asking which step you are taking them to.
Do not write “Chenghai in one day: hall, toy city and three outside plants.” If this booking’s work sat in one plant, book only that plant. Do not expect moulding on expo opening day.
Do not use an expo stage as the audit photo. The buyer wants the door plate, this item’s mould or work-in-process, and a half-finished lot piece. If a photo is missing, write that it is not here yet. Do not fill the frame with a neighbour stall’s toy wall.
An expo receptionist can walk a route. They cannot stand as the manufacturer. Reception sits on the itinerary, not in the producer box.
If Chaoyang or Chaonan took a spray or assembly stretch, write that district’s licence. Do not relabel it Chenghai because the name is easier. Chenghai moulding plus Chaoyang spray: name both.
On audit day bring this item’s mould number or work-in-process, the pack-age film, and the tested-lot sheet. If the three fail to match, stop at the plant. Do not drive to the toy city for extra photos.
Change colour, change a part, add a battery compartment: which change voids retitling the old report
A plant saying “only a colour tweak” does not go into the PI. Colour may change material or spray. Name in writing: colour number, same mould or not, same material or not, still the same age group. If one line is “no,” prepare files as a new unit.
If a Dongguan tooling house only opened the mould and moulding sits in Chenghai, name the tooling house. The manufacturer still faces the step that conferred origin. Do not copy a Dongguan town table as a Chenghai address. If Shipai trendy toys took an IP stretch, write Shipai. Do not relabel it Chenghai.
Where the mould sits and who pays for it go in an attachment. Do not bind them with goods money as “already included in Chenghai.” A chat-room deposit does not enter the contract as an official price.
A wheel snap that is tightened or loosened is a structure change. Ask whether the snap mould is still the same set. If it changed, small parts and mechanical items may need to be run again. Do not write “a slightly better feel, no re-test.”
Instruction-sheet language follows the destination. A missing English warning page is how a US buyer returns the sheet first. Age on the warning page must be the same band as the colour box. Change age and change sheet and box together.
The lot email to moulding and the trading house asks five things: lot number on the lab application; sample description on the report; bulk carton range; pack-age copy; this mould number. If the five answers are not back, do not book the sailing. An expo poster does not enter that mail.
How the outer-carton lot is marked — inkjet, sticker or print — goes on the process sheet, plus which face and whether it can be read in the packing video. A lot covered by tape is treated as not marked.
Age-determination questions go on a list: intended play, whether small parts can come off, whether magnets can be touched, cord length, battery type and cover. The plant answers each line in writing. A “no” line must not be dropped from the lab application. A “yes” line changes pack age to the determination result.
A 2.4G or Bluetooth remote, besides age and mechanical items, may need a destination radio path. Split first: does it transmit. If it does, radio files sit on another page. Do not bind them unread into a plastic-car mechanical folder.
United States, European Union and China are three markets and three file sets. Ship to the US and prepare the destination lot file that faces this carton; the EU on another page; China on the compulsory-certification unit. Writing “Chenghai export reports are universal” into the unit price is how three markets each send their file back.
If the certification applicant is the trading house and the manufacturer is the moulding plant, the two names on the certificate have to be explainable. Changing the plant is changing the production address. If the factory address on an old certificate does not face this licence, do not retitle it.
A soft projectile, a flying disc and figure eyes each have their own mechanical focus. A neighbour car report will not serve a soft projectile. This booking is which class, that class’s application and sample. A mixed-class submission is how the lab returns the sample.
If a colour-box window lets a hand touch a small part, the window enters determination. A window that is too open is a reachable part. Window size goes on the pack process sheet. Do not wait for unboxing to cut the window.
A packing video reads the outer lot first, then opens one carton to read the inner-bag lot, then shows pack age. If the three fail to match, stop recording. Do not film a neighbour carton. Name the file with this PO and carton number.
Motorised and push-along are two classes. Adding a motor or a speaker changes power type and may change the unit. Name whether this booking has a motor and how it is powered. A motor takes an electrical-toy path on another page. Do not bind it into a no-power plastic-car report.
Figure eyes and noses that are small parts enter determination and mechanical items on their own. A neighbour car report will not stand in for a figure. This booking is a figure, send a figure; a car, send a car.
If the destination requires a plastic-bag suffocation warning, that page is not the age page. If the warning is missing, write that this booking does not have that item yet. An age icon is not a completed warning.
Whether the instruction sheet is saddle-stitched or a single leaf goes on the pack list. A lost leaf loses age and warning together. Name page count, language and who prints. Write both the printer and the moulding plant.
Do not copy output and household counts from an older Chenghai toy dossier into this booking. This booking only hands this carton’s age, lot and licence. A digital hall or a stuffing algorithm will not fill the manufacturer box.
Shantou Port goes on the bill of lading, not in the age or lot box
A Hong Kong invoice, Chenghai moulding or assembly, and a Shantou or Shenzhen sailing can stand at once. The load port is not origin and is not age.
The commercial-invoice seller can be the Hong Kong company; line the fields up with 141.86. Origin is still China, written as the moulding or assembly work address. Do not change origin to the port because the forwarder says Shenzhen is easier, and do not write Chenghai as a district of Hong Kong. Papers are on the export documents checklist.
When the buyer asks for a warehouse address, give the Chenghai finished warehouse or the actual yard — not a hall dock. Name which warehouse will be filmed. Filming an expo night view as packing is how destination unboxing fails to match. The video must show this carton number and pack age.
If a carton prints the Hong Kong English name, do not print Made in Hong Kong. Do not print a stall number as the factory address. Titles are on document titles.
Before this carton leaves, face five papers: pack-age copy; written age determination; tested lot number; bulk carton number; moulding or assembly licence. If one is missing, name it. Do not promise a release. Finance does not write “Toy Fair official fee” or “quality-and-safety demonstration-zone certification fee” into the unit price. There is no site-wide official price. No. Stalls and halls are viewing points. The audit walks the licence domicile that moulded or assembled. Shantou municipal copy writes Chenghai as a toy creative belt and also writes halls and platforms — viewing and trade, not this plant.
The inquiry says Ages 3+. Can the pack stay blank?
Do not leave it only in chat. Age must land on the pack and the instruction sheet. China compulsory toy certification splits units by age group. A pack age that does not face the tested unit cannot be served by retitling an old certificate.
The tested carton passed. Can bulk that changed colour or parts reuse the same report?
Ask whether the lot number is still the same, and whether colour, parts or the battery compartment changed. A certification unit also looks at structure, material and age group. Change one and you may change the unit. Without written “same lot, same unit,” do not retitle.
Can a Dongguan tooling report or a Shipai trendy-toy file be written as a Chenghai plastic toy?
No. Write the city that did the work. Chenghai papers and the expo write a Chenghai toy creative chain. Do not swap door plates. How Dongguan town lines are quoted is on the Dongguan paper. Do not paste tooling language onto Chenghai age and lot.
