1. The certificate they want sits on SABER, not on CE
SABER is the electronic platform for the Saudi product-safety programme. Ask first which Saudi technical regulation this unit falls under, who the Saudi importer is, and whether they want the model certificate or this shipment’s certificate. Retitling a luminaire CE for building materials produces the next email asking for the regulation code.
2. The certificate sits on this model and this shipment, not on “our factory passed”
A PCoC matches the registered model and regulation. A change of voltage, plug or brand name often means a new registration. A supplier sheet that says “the whole factory is SASO” will not cover this new model.
An SCoC matches this quantity and this invoice. Last container’s shipment certificate will not cover the next. A file that lives only in an intermediary’s inbox, with no importer login, does not exist.
Certification, testing and the shipment certificate follow the technical regulation and the conformity body. There is no site-wide official price. Do not lock an “official SABER fee” into the unit price.
3. CE, a CO and DDP will not fill this box
CE answers EU conformity. That is the CE page. UKCA answers Great Britain. That is the UKCA page. Neither writes a SABER number.
A certificate of origin says where the goods come from. Mainland workshop, Hong Kong letterhead: origin still follows the process. That is the CO page. SABER wants the conformity path, not a swapped origin paper.

Do not write “SABER passed” or “SASO Certified” on a showcase. You can say the seller is a Hong Kong company, that a Saudi order takes certificates on SABER through the importer under the applicable technical regulation, and that this stays apart from CE and the CO.
