Bottom line:

  • This week split whether this unit runs on a brand plant line or a contract OEM line. The Qingdao yearbook manufacturing chapter writes the city as one of China’s traditional appliance bases, with the smart-appliance cluster listed as a national advanced manufacturing cluster. Titles sit in the background, not in the manufacturer box. Do not invent output or revenue.
  • The energy label faces this batch. The Measures for the Administration of Energy Efficiency Labels say catalogue products are filed by the producer before leaving the plant, or by the importer before import; a content change requires a new filing. Filing papers include the licence, the test report, the label specimen and the basic configuration list.
  • A Jiaozhou plant and a brand hall are not one gate. The Jiaozhou yearbook industry chapter ties local smart appliances to air-conditioner, laundry and motor supporting plants. Qingdao Port only decides the sailing.

A Polish buyer returns an energy-label photo: “OEM fridge 220V, energy label on this batch. Is this the brand plant or a contract line in Qingdao? Send factory address and the label filing that faces our PO. HK invoice OK.” Sales dumps a brand-hall night shot, a Hong Kong PI and a Jiaozhou aerial into one drive: “Qingdao source, grade-1, brand line.” The buyer asks which licence is the producer on the label, and whether this serial range faces the tested unit. Sales copies the hall sample number into the manufacturer box.

The contract plant says only the OEM line is free this week; the brand line will not take this Alibaba.com booking. Finance wants an “energy-label filing fee” in the unit price as officially required. The compressor sits in another city, the board in another plant, the cabinet is not yet on the Jiaozhou line. Membership wired to ALIBABA.COM HONG KONG LIMITED will not buy a filing and will not buy a serial range.

Do not answer with “Qingdao appliances can all wear grade-1.” Name in writing: brand line or contract line; which serial range the label model faces; which licence the audit walks. Origin is on China goods are not Hong Kong origin. Titles are on document titles. Below follows whose line and which batch’s label.

Is this unit on the brand plant’s own line, or a contract OEM line

What buyers send is usually a brand name plus a label photo, not a blank inquiry. Ask the plant: does this booking run on the brand’s own line, or only on a contract line for the store. Two lines can sit in one park. Gates, work orders and serial ranges are not automatically one set.

Reply in full sentences: “Contract seller is the Hong Kong company; which licence did the cabinet or finished unit; is this the brand line or the contract line; which serial range starts this booking.” Do not write “Qingdao brand plant, same line OEM.”

Qingdao industry and information technology published a filing guide for the national smart-appliance advanced manufacturing cluster — see the municipal MIT notice. That is an industry-support arrangement, not a “Qingdao official OEM certificate” you can buy. A planning name does not go into the PI as already certified.

The Jiaozhou yearbook names local air-conditioner, laundry, industrial-internet park and motor supporting plants. If this booking only builds the cabinet in Jiaozhou and assembles in Huangdao, name both. Writing “Qingdao smart appliances” into the manufacturer box leaves the broker with no line to walk.

Brand authority has to face this model. A domestic-channel authority that does not name this voltage, this capacity or this contract line is still missing paper. Date, scope and the authorised person go on three lines.

The email that asks the plant for the line should read: “Please reply in writing: brand line or contract line; work-order number; serial range; whether compressor and board are outside. A hall photo is not enough.”

The rating-plate model and the energy-label model must be the same string. An export-only plate and a domestic-sale label are two units at a spot check. Photograph plate, label and carton barcode into one confirmation.

West Coast / Huangdao assembly and a Jiaozhou cabinet are not automatically one licence. If work crosses two districts, write both domiciles. Quoting one “Qingdao” pin is how the audit driver asks which district first.

A brand short name on the label and a contract plant English name on the plate must be split in the reply: who is the label producer, who is the plate manufacturer, who is the Hong Kong contract seller. Merging the three as “Qingdao brand” is how destination clearance sends it back.

Does the model on the energy label face this booking’s serial range

An energy label is not a poster you photocopy onto any carton. Article 7 of the Measures requires producer name or short name, model, grade, indicators, the mandatory national-standard number and the information code. If this serial does not face the tested unit, the label is another unit’s.

Lay three papers side by side: label specimen, test report, this booking’s serial list. If the three model lines disagree, do not seal the carton. Writing “we are all grade-1” into the unit price is not what a spot check reads.

Article 10 locks the filing pack: licence; test report; label specimen; basic configuration list; lab-capability proof for an in-house lab or a qualification certificate copy for a third-party lab; a power of attorney if an agent files. Name which paper is missing. A brand brochure will not stand in for the configuration list.

If the tested unit left a hall and bulk leaves a contract line, the two configurations must match. A compressor, board or refrigerant on the list that does not match this work order is a different product. A different product is a content change. Article 12 requires a new filing.

Do not stand in with a hall sample number. Bulk units must trace to this batch. If the buyer pulls one unit, you must show which report that serial faces. If you cannot, write that this booking does not yet have a serial range facing a report.

If the online listing still shows an old label, Article 6 requires the matching label on the main product page. The Alibaba.com detail image must be the same specimen as this carton. Pasting a neighbour grade-1 image onto a grade-3 unit is a false-publicity path. Do not take it.

Scan the information code on one unit in this serial range before shipment. If the filed specimen is another capacity or voltage, the wrong label is on the unit. Write down the scanned model.

An in-house lab report requires the lab to be able to test to the mandatory national standard and to take responsibility for the report. A third-party lab needs a qualification certificate copy. “We tested it ourselves” is not a filing. Ask which class of lab issued the report, then whether that class’s proof was filed.

Article 11 lists exemptions from labelling and filing — for example goods needed to repair an end user’s unit, or goods needed for research and testing. A finished unit sold for export does not lean on those exemptions. Whether a spare part shipment is exempt is checked against that article in writing. Do not say “export units are all exempt” out loud.

Front-runner wording belongs only to products on the front-runner list. Do not print it on an ordinary filed unit. An extra line is a specimen mismatch.

Who holds the filing: the brand certificate holder, or the contract plant’s licence

Article 5 writes the filing subject as producer and importer. Ask first: is the producer on the label the brand company or the contract plant. Two licences can stand. They cannot merge into one “Qingdao producer.”

Brand holds the filing and the contract plant ships: you need authority that faces this model. An agent filing needs a power of attorney. “We have made for the brand for years” is not visible to the authorised institution.

A Hong Kong contract seller is not automatically the importer in the Measures. Importer filing is a before-import path and needs the importer licence plus the contract with the overseas producer. If goods leave Qingdao and the invoice seller is the Hong Kong company, the label producer is still the domestic name unless you truly take the importer path. Do not mix the two paths out loud.

The commercial-invoice seller can be the Hong Kong company; line the fields up with 141.86. Origin is still China, written as the work city. Do not change the producer name on the label to the Hong Kong English name to match the invoice. Changing the name is changing content. File again.

Finance does not write an “official energy-label filing fee” into the unit price. Article 14 says filing collects no fee. Plant tests, third-party labs and label printing go on split lines as test or print quotes, not official filing prices. There is no site-wide official Qingdao energy-label shipping fee.

An agent’s pack must include the producer’s or importer’s power of attorney. A salesperson card, a hall badge and a store screenshot are not that paper. If it is missing, write that an agent cannot file this booking yet.

Refrigerators, washers and air-conditioners each face their own catalogue and implementation rule. NDRC and SAMR publish the catalogue of products that must bear an energy label. Ask first whether this unit is on the current catalogue. If it is not, do not force a “grade-1” sticker. If it is, test and specimen follow that product’s rule. A washer report will not serve a refrigerator.

Does the audit walk a Jiaozhou plant, Huangdao assembly, or only the brand hall

When a buyer writes audit in Qingdao this week, split hall, contract assembly or cabinet line. “Qingdao can be audited” is not an answer.

Book one address for the day. If work sat in Jiaozhou, book only that domicile. If it sat in Huangdao or West Coast assembly, book that plant. Do not write a half-day hall walk as the audit. The buyer will step off and ask where the line is, and which line the tested unit left.

The audit must point at this batch in process: cabinet work order, serial range, where the label will be stuck. If a photo is missing, write that it is not here yet. Do not fill the frame with a neighbour brand-sample wall.

A hall receptionist can walk a route. They cannot sign a filing. Reception sits on the itinerary, not in the producer box.

The line that passed Verified Supplier is not automatically this contract line. Changing the line is changing the work address and often the configuration list. Ask whether this booking is still the producer on the filing.

On audit day bring three physical things: one unit in process, a print of the label specimen, and the configuration-list page. If the inspector asks the compressor model, match it on the list. If it does not match, stop on that item. Do not walk to the hall for more photos.

Write on the lab application which line the tested unit left. A hall unit in the lab and bulk on a contract line is two configurations if one board differs. Write the application line next to this work-order line.

Change voltage, capacity or refrigerant — do not stick the old number on the new batch

What stalls a Qingdao box is rarely “no plant.” It is an old label on a new configuration. No invented lab fees or fines.

220V to 110V, a capacity step, or a refrigerant change is a configuration change. The Measures require a new filing when content changes. Writing “only export voltage” as no re-test is how a spot check measures this unit’s input first.

A door-colour change still needs a written answer: is this appearance still inside the filed specimen. A specimen that shows another door is how destination asks whether it is the same model.

A new compressor supplier changes the configuration list. The test report must face the new compressor. If it does not, write that this configuration does not have a report yet. Do not peel the old grade-1 label and restick it.

Do not bind a washer report into a refrigerator folder. One class, one list. If a class is missing, write that this booking does not have that class yet.

If the report’s applicant is the trading house, the sample came from the contract plant and the invoice seller is the Hong Kong company, the three names have to be explainable. A lot that does not match is no report. Opening a store does not run the test and does not file the label.

50Hz to 60Hz is treated like a voltage change until the plant writes which configuration lines moved. Without a new report, do not stick the old label.

A destination plug change, if energy indicators did not change, still gets its own page: plug spec, who supplies it, whether it is this batch. The label does not govern plug shape. A rating-plate current that does not match the destination socket is how unboxing returns the cord first.

Do not copy a Shunde Beijiao or Ronggui appliance path into this booking. If the work sat in Qingdao, write Qingdao, Jiaozhou or Huangdao. If it sat in Shunde, do not stand in with a Qingdao brand hall.

Do not write “energy already complete” in the PI remark. Write four lines: on-catalogue or not; full legal name of the filing subject; label model; this serial range. Off-catalogue: write that a China energy label is not stuck; if the destination has its own energy path, explain it on another page. A China grade-1 does not stand in for a foreign mark.

Who signs the configuration list goes in the footer. A process or quality signer faces this voltage and capacity. A salesperson signing for them is how a spot check fails to match the line.

A bonded warehouse or port yard can hold goods. It is not the filing domicile. When the buyer asks for a factory address for an energy-label audit, give the domicile that finished the unit.

An RFQ that says “Qingdao OEM, 12 voltages, HK seller” is split by voltage and capacity. Twelve voltages are not one filing. Quote the steps you can explain. Cut the rest before you quote.

Spare parts shipped alone are checked against Article 11 before anyone claims an exemption. A finished unit booked as a spare is another path. Customs name, whether a label is stuck, and whether a filing exists go on three lines. Do not mix them into the finished-unit PI.

Who prints the label, which face it sits on, and whether it covers the rating plate go on the process sheet. A crooked label, an old specimen, or a code hidden in a door gap is treated as not labelled. Photograph three clear shots before shipment: plate, label, scannable code.

A China energy label and a destination energy mark are two specimens. If this booking needs both, they sit on two pages. Do not print China grade-1 as a foreign mark, and do not stand in with a foreign graphic as the China specimen.

Ask freezers and refrigerators against the catalogue separately. Nearby names do not share a rule. If you cannot tell, write that this booking does not yet have a catalogue conclusion. Do not print a label first.

Qingdao Port goes on the bill of lading, not on the energy-label filing address

A Hong Kong invoice, Jiaozhou or Huangdao goods, and a Qingdao Port sailing can stand at once. The load port appears on the bill of lading. Do not copy it into the invoice origin box or the producer domicile on the filing.

FOB Qingdao, CIF Gdańsk and EXW a Jiaozhou warehouse face three delivery points. Do not write “we deliver Qingdao” as “we deliver the port area” without naming the warehouse. Papers are on the export documents checklist.

When the buyer asks for a warehouse address, give the actual despatch warehouse or yard — not a brand-hall dock and not a Hong Kong secretarial floor. Name which warehouse will be filmed. The video must show this serial and the label waiting to be stuck or already stuck.

If a carton prints the Hong Kong English name, do not print Made in Hong Kong. Stick the label in the unified style. Do not print a hall number as the producer address.

Before this booking leaves, sales and finance face five papers: written line type (brand or contract); filing-subject licence; label specimen; test report facing this serial range; configuration list. A sample seen in a brand hall — can the manufacturer be written as a Qingdao brand plant?

Not by default. The hall proves you saw a sample. The manufacturer box needs the licence that did the origin work. If that work sat on a Jiaozhou contract line, write that Jiaozhou name; if it sat in Huangdao assembly, write that Huangdao name.

Can the producer short name on the energy label be changed to the Hong Kong English name?

Do not change it. The label includes producer name or short name, model, grade. Changing the name is changing label content; the Measures require a new filing. The invoice seller can be the Hong Kong company. The producer on the label stays the filed name.

Can last batch’s 220V refrigerator label number be stuck on this 110V batch?

No. Voltage, capacity, refrigerant or basic configuration changed, so label content changed. File again. Sticking the old number on the new batch is standing in with another unit’s test report.

Compressor in another city, cabinet in Jiaozhou — who goes on manufacturer and who files the label?

Manufacturer follows the step that conferred origin; name the outside plant. The filing subject is the producer or importer in the Measures. Explain who ships, who holds the filing, who appears on the label. If that explanation is not ready, do not lock a unit price.

Qingdao Port is easier to book. Can origin be written as the port?

No. Qingdao Port appears as load port on the bill of lading. Origin follows the work city. The energy-label filing address is not a quay. The invoice seller can be the Hong Kong company.
