The French buyer wants Triman / CITEO: a LUCID number and a Responsible Person address will not do

Bottom line:

When a French buyer asks for Triman, Citeo or an IDU, they want registration and sorting marks for packaging placed on the French market. A German LUCID, a GPSR Responsible Person, a VAT and a CE file will not fill that box.
From 1 January 2022 each applicable EPR scheme needs an ADEME identifiant unique (IDU). In a collective scheme the eco-organisation registers you on SYDEREP and then issues the number. You cannot collect one “France number” yourself.
Opening a Hong Kong store does not issue this set. FOB to a French company usually leaves the duty with the buyer. DDP or a sale to a private person makes the seller easier to treat as the placer. Recycling fees sit in the eco-organisation contract. There is no official euro price for the platform.

Sales forwards: “The customer wants Triman and a Citeo number. Cut-off is tomorrow.” The next email staples a German LUCID, a Responsible Person contract and a CE declaration into one zip. The buyer replies that none of that is French. Finance asks whether to buy an “EU packaging full set.”

How Germany registers packaging is on LUCID. Whose name goes on the pack as the safety contact is on GPSR Responsible Person. Tax numbers are on VAT / EORI. The French box is the one that stops this order: who places the packaging, who holds the IDU, and what is printed on the pack.

1. The four things they name are not one certificate

France’s Environmental Code, from article L.541-10, writes household packaging and graphic paper into extended producer responsibility. Citeo’s own joining page says that if you sell packaged products in France intended for household consumption, you must manage and finance their end-of-life treatment. Buyers and platforms then call that pack Triman, Citeo or French EPR.

ADEME states that one IDU covers one scheme. Packaging is one. Paper is another. Electrical equipment, batteries and furniture each take their own. If the buyer asks for “your French number,” ask whether they mean packaging, WEEE or something else. Do not put a packaging IDU in an electrical box.

2. Who first places the packaging on the French market

Citeo names producers, importers and retailers. Making the goods in France and placing them, or buying foreign-made packaged goods and reselling them on the French market, can all trigger membership. Volume does not matter: as soon as you place packaging, you join an approved organisation. The official explainer is Why join Citeo.

A Hong Kong company on Alibaba.com usually lives in one of two stories. Do not mash them into “cross-border must register.”

FOB / CIF, a French company as importer, goods to their warehouse. The first placer is usually that French company. The legal duty often sits with them. Issuing a commercial invoice and a packing list does not make the Hong Kong seller the French packaging producer. If they want “your IDU,” ask whether it is for their importer, the platform or the forwarder.

DDP, a parcel, or a sale to a private person in France. Packaging arrives with the goods and first appears at the end user. The seller is easier to treat as the placer. The IDU and, where it applies, Triman are then no longer “the buyer’s problem.” Who clears and who pays tax is on DDP / DAP. A DDP sentence does not mint a French number.

Citeo has also said that from 1 July 2026 professional packaging has its own EPR. Do not estimate household and professional packaging on one sheet. A crate to a factory and a printed box to a household declare differently. A photo of a carton is not a classification.

3. The IDU comes from the eco-organisation, not from ADEME on your own

ADEME states that in a collective scheme the eco-organisation you join registers the company on SYDEREP and then sends the IDU. You cannot register alone to collect the number. Citeo, Léko and Adelphe have all appeared as approved packaging organisations. Which one you join follows the current list and the contract. Do not write an agent poster’s brand as “the official designate.”

Once the number exists, the Environmental Code requires it in the terms of sale or in the contractual document given to the buyer; a website must publish it on the same terms. If a buyer asks, the seller gives the IDU of the producer who fulfils the EPR duty for that product. A Hong Kong business-registration number does not answer that sentence.

A company with no establishment in France may also need a France-established representative to deal with the eco-organisation. The EU packaging regulation ((EU) 2025/40) and the French implementing texts are still landing. Detail follows ADEME, the organisation and the law that day. A representative contract is not a GPSR Responsible Person contract. A serviced office and a Hong Kong registered address fill neither seat.

4. Triman goes on the box. A CE mark will not do

Citeo states that, under the AGEC law, sorting information has been compulsory on household packaging and graphic paper since 1 January 2022. The trade calls the three-arrow figure Triman and the text beside it Info-tri. Artwork and files come from the organisation you joined that day. Do not save a random web image.

CE, a Responsible Person address and the Hong Kong company name answer other questions. A box already printed with “EU Responsible Person” and a German Green Dot can still be refused in France: the buyer wants to know how the household waste is sorted. Outer carton, inner box and mailer — which layer is household packaging — follows the order and the placing path. Do not stamp every carton the same.

Sending a PDF and leaving the goods unmarked still fails at the shop door. Printing the mark without an IDU still leaves the terms and the platform form empty. Do the two steps separately.

5. Where the shop floor and finance usually cross the files

Putting a German LUCID into a French form. The reviewer matches the country. A German number will not enter an ADEME field. A French number will not enter LUCID.

Using the factory’s French customer number on your store. An IDU hangs on the registered legal person. A Dongguan plant’s number is not the Hong Kong seller’s. The buyer’s own number must not go into your terms.

Buying a “France all-in annual plan” before you know who places the goods. An FOB bulk order may only need you to send material and weight so the buyer can join. Open this French inquiry: company or private person, who imports, household or professional packaging.

Writing the recycling fee into the unit price as an official rate. Citeo says the contribution follows consumer sales units or paper tonnage. The number lives in that contract. Do not copy a forum’s euro-per-kilo line, and do not write “French eco fee included.”

6. How to answer the inquiry

Do not write “French packaging law registered” or “Triman certified” on a showcase. You may say the seller is a Hong Kong company, packaging facts and the buyer’s import arrangement follow the order, and registration sits with whoever places the goods on the market.

7. If someone already wrote “we have French EPR”

Tell sales the same day: prices that say “certified / eco fee included” stop.
Open this French order: company or private person, who imports, FOB or DDP, and whether they want a packaging IDU, Triman, or another scheme.
Keep LUCID, Responsible Person, VAT and REACH in their own files. Do not retitle one zip.
If you must join: use the Hong Kong company name with an approved organisation. Do not hand the master login to an agent. Sign a representative contract separately.
If the goods are already moving: send packaging facts that match. Do not invent an IDU to pass a review.

Membership still buys the file and the showcases, wired to ALIBABA.COM HONG KONG LIMITED. Corpable does not file a French registration or pay a recycling contribution. What the platform reviews, and whether ADEME issues a number, follows their process that day. Do not write a penalty schedule into the contract.

Can we send our German LUCID number to a French buyer as the French packaging registration?

No. LUCID is the German Packaging Register number. France wants an ADEME identifiant unique (IDU) for each EPR scheme. One number does not cover two countries.

We opened Alibaba.com on a Hong Kong company. Do we already have Citeo or an IDU?

No. The membership fee buys showcases, not a French registration. In a collective scheme the eco-organisation registers you on SYDEREP and then sends the IDU. You cannot collect a single “France number” from ADEME on your own.

If we sell FOB to a French company, do we always skip packaging law?

In law, the person who first places packaged goods on the French market may be the producer. On FOB, with the buyer importing, that duty often sits with the French buyer. If they ask for “your Triman,” ask whether it is for their importer, the platform, or the forwarder.

The box already has a Responsible Person address. Do we still print Triman?

Yes. The Responsible Person is the Union product-safety contact. Triman and Info-tri are the French household sorting marks. AGEC has required them on household packaging since 1 January 2022. Two marks. Neither replaces the other.

May the showcase say “French EPR certified / eco fee included”?

Not without a matching packaging IDU and eco-organisation proof. The contribution follows the quantity or weight in that contract. There is no site-wide official euro price. “Included” will be screenshotted back at you.
