The EU buyer wants RoHS: a CE file and a REACH report will not fill that box

Bottom line:

When an EU buyer asks for a RoHS certificate, 2011/65/EU has the manufacturer run internal production control, keep a technical file and sign a declaration, then affix CE. There is no central body that issues a RoHS pass paper.
RoHS restricts substances in specified electrical goods. CE is the conformity heading. REACH asks about SVHCs. WEEE is recycling registration. The four boxes do not stand in for each other.
Opening a Hong Kong store does not issue RoHS. Testing follows the laboratory quote. There is no official euro price.

The inquiry says: “Need RoHS certificate / RoHS 10 substances.” Sales staples a CE, a two-year-old Chinese “no hazardous substances” letter and a Trade Assurance screenshot. The buyer replies that none of that is the restricted-substance file. The shop floor asks whether to buy another RoHS certificate or print a mark on the carton.

Whether a CE certificate is for sale sits on CE. Composition and SVHC sit on REACH. The German electrical-recycling number sits on WEEE. This page only splits the RoHS box: who signs, what is measured, and how it stays apart from the other three.

1. The certificate they want is not for sale

The directive restricts certain substances in electrical and electronic equipment. The manufacturer takes internal production control: assess materials, test where needed, keep a technical file, draft the declaration. The declaration may sit on the same sheet as low voltage and EMC. The restricted-substance box still has to match this unit.

Ask first whether this unit is electrical or electronic equipment. On furniture, textiles or plain machinery, a spoken “RoHS” often means REACH or the buyer’s own restricted-substance list. Retitling a luminaire report for a sofa produces the next email asking for composition.

2. The ten limits sit on this unit, not on “our factory passed”

The current text restricts lead, mercury, cadmium, hexavalent chromium, PBB, PBDE, and four later phthalates. Limits are read on homogeneous materials. Exemptions sit in the annexes; which one you use must be writable.

A supplier sheet that says “the whole factory is RoHS” will not cover this new model. Cords, plugs, solder and plastic housings are usually bought in and must trace to this model. Recycled material is harder to cover with an old virgin-material report.

The technical file and the declaration must still be available after placing on the market. When the legislation, the bill of materials or the contact details change, review them. A file that lives only in an intermediary’s inbox does not exist.

3. CE, REACH and WEEE will not fill this box

CE answers whether this unit completed conformity assessment under the applicable directives. That is the CE page. RoHS is one substance directive inside that heading, not “buy another EU certificate.”

REACH asks whether a Candidate List substance sits in the article and whether it is above 0.1%. Plasticisers and textile auxiliaries are often not even in a RoHS ten-substance report. WEEE is the recycling number for placing electrical goods on the German market. That is not the substance table.

Testing follows the laboratory and the model. There is no site-wide official euro price. Do not lock an “official RoHS fee” into the unit price.

4. How the inquiry can be answered

5. If you already replied “we have RoHS”

Tell sales the same day: prices that say “certified / no hazardous substances” stop.
Open this EU order: is it electrical, do they want a declaration or a ten-substance test, and who is the manufacturer.
Keep CE, REACH and WEEE as their own files. Do not merge and retitle.
Match the bill of materials and the model. Do not hand the master account to an intermediary to “make a certificate.”
If the goods are already moving: send the declaration or test that matches. Do not invent a certificate number.
