The EU buyer wants EUDR / a deforestation-free paper: FSC and a CO will not fill that box

Bottom line:

When an EU buyer asks for an EUDR certificate, 2023/1115 has the operator exercise due diligence and submit a statement through the Information System before placing on the market or exporting. There is no central body that issues a deforestation-free pass paper.
FSC, a certificate of origin and ISPM 15 each stay in their own box. Opening the store does not file the statement.
Intermediaries quote by project. There is no official euro price. Application dates follow the current text.

The inquiry says: “Need EUDR certificate / deforestation-free / GPS of the plot.” Sales staples an FSC, a certificate of origin and an “already fumigated” receipt. The buyer replies that the Information System will not match a statement number. The shop floor asks whether to buy another deforestation-free certificate or write the forest address in the invoice remarks.

The mark on the pallet sits on ISPM 15. How origin is written sits on the CO page and mainland goods do not become Hong Kong origin. The emissions pack sits on CBAM. This page only splits the EUDR box: who files the statement, which plot file, and how it stays apart from the other three.

1. The certificate they want is not for sale

The regulation covers cattle, cocoa, coffee, oil palm, rubber, soya, wood, and the relevant products listed in the annex. Before placing on the Union market or exporting from the Union, the operator collects origin, plot geolocation and legality evidence, assesses risk, mitigates it to negligible, then submits a due-diligence statement through the Information System. Whoever files the statement takes responsibility for Article 3 on that consignment.

Ask first whether this unit is a relevant product in the annex. On a plastic lamp housing or plain metal hardware, a spoken “EUDR” often means REACH or the buyer’s own wood policy. Retitling a sofa plot sheet for a charger produces the next email when the product name does not match.

2. The plot sits on this consignment, not on “our factory passed”

Coordinates belong to the plots that produced this relevant commodity. A supplier sheet that says “the whole factory is deforestation-free” will not cover a new season, a new forest or a new rubber plantation. Recycled mix and a trading-company consolidation are harder to cover with an old certificate.

A Hong Kong contract and a mainland workshop still write origin by the process. The statement path sits with the EU operator. You still have to produce: the species or commodity, the country of production, the plot location, the legality basis, and a lot that matches the invoice and packing list.

The current text applies the main obligations from 30 December 2026; for certain operators who were micro or small by 31 December 2024, from 30 June 2027. Follow the current text. Do not write an intermediary’s “another year’s delay” into the contract.

Advisors and system accounts follow the contract quote. There is no site-wide official euro price. Do not lock an “official EUDR fee” into the unit price.

3. FSC, a CO and fumigation will not fill this box

FSC answers a private forest-control standard. The regulation wants the operator’s own due diligence. An expired certificate, a wrong scope or a plot that will not match the statement does not exist.

A CO says where the goods come from. That is the origin page. A re-export certificate matches the Hong Kong company name; the origin box may still say China. EUDR does not empty because the letterhead became Hong Kong.

ISPM 15 sits on the pallet. That is the wood-packaging page. Goods that already have a statement can still be held on the packaging; packaging that already has a mark can still need the plot file for the goods.

4. How the inquiry can be answered

Do not write “EUDR passed” or “deforestation-free certified” on a showcase. You can say the seller is a Hong Kong company, that relevant products take an operator statement under the regulation, and that the plot file stays apart from FSC, the CO and the packaging mark.

5. If you already replied “we have EUDR”

Tell sales the same day: prices that say “certified / deforestation-free” stop.
Open this EU order: is it a relevant product in the annex, who is the operator, and do they want the plot file or a statement number.
Keep FSC, the CO and ISPM 15 as their own files. Do not merge and retitle.
Match the plot and the lot. Do not hand the master account to an intermediary to “make a certificate.”
If the goods are already moving: send the matching coordinates or statement number. Do not invent a number.

Is an EUDR certificate something you buy from the EU?

Does opening Alibaba.com on a Hong Kong company already give us EUDR?

No. The membership buys showcases. It does not file a statement in the Information System. A Hong Kong company is usually the seller. The EU importer is the operator who places the goods on the market. Plot and legality files still have to come from the workshop.

May the showcase say “EUDR passed / deforestation-free certified”?

Not without a matching statement path and plot file. Intermediaries quote by project. There is no site-wide official euro price. Writing “certified” will be screenshotted back when they ask for coordinates.

Can Corpable file the EUDR statement, or guarantee the Union will release the goods?
