Bottom line:
- Name the applicant first. It is usually an EAEU legal person or a foreign manufacturer’s representative registered as prescribed. Opening a Hong Kong store, writing the store name, or paying the membership year does not create that person.
- Eurasian Economic Commission technical regulations (TR CU / TR EAEU) say certificate or declaration. Legal effect sits on the unified register, not on a colour scan.
- A retitled CE will not enter the register. Until the register matches, do not print the EAC mark and do not quote “saleable in Russia.” Bodies quote by project. There is no official site-wide price.
Tuesday afternoon, a Moscow buyer drops a colour scan into the inquiry. The EAC mark is visible, the paper edge is cropped, the number is unreadable, and the line under it says: you should have the same for the luminaire; send the certificate before Friday so we can book the space. Sales retitles last year’s CE declaration, types EAC on the cover, and sends the file. Thursday the buyer’s broker replies that the number is not in the unified register and the applicant does not match. The shop floor asks whether the mark can go on the carton now. The forwarder asks whether to hold the booking. Finance asks which line of the unit price should lock an “official EAC fee.”
That same colour scan will be read three ways in one week: the shop floor treats it as proof that “everyone already has one”; the forwarder treats it as a complete file; the listing copy treats it as “Eurasia certified.” All three miss the same fact. Legal effect is not in the scan. It is in whether the unified register shows, at the same time, the number, the applicant’s full name, the regulation, the covered model and a valid status.
Wednesday morning the shop floor opens a print order from the picture, merchandising drops a file named EAC-certificate into the forwarder’s drive, and finance types a round number into the certification column of the quote. All three happen before anyone opens the register. When the broker’s Thursday line comes back, the print order has to be pulled, the drive file renamed, and the quote column cleared — a week of rework that a Tuesday-night three-question mail and a five-field check would have avoided. A colour scan from a Kazakhstan or Belarus buyer is checked the same way: member states share the technical regulations, and legal effect still sits on the unified register, not on which city sent the picture.
How Great Britain reads CE sits on UKCA. Brazil’s list sits on INMETRO. Gulf timing sits on G-Mark. This page is one shipment into Russia, Kazakhstan or Belarus: who may apply, how to place the unit on a regulation, which register fields to check, how to split CE and GOST, and which sentences to stop once a booking exists and the register is still empty.
Who must be the applicant
A Hong Kong contract and a mainland shop floor do not make the applicant. The applicant is usually an EAEU legal person, or a foreign manufacturer’s representative registered as prescribed. Membership buys showcases. It does not register with the Union and it does not issue an EAC mark. A wire to ALIBABA.COM HONG KONG LIMITED settles the membership year. It does not create the applicant. The store name, the Alibaba.com account and the Hong Kong business registration cannot be typed into the applicant field on a certificate or a declaration.
Ask the buyer three questions in the first reply, before you quote a lab or a sailing date:
- Who applies on this shipment: which EAEU legal person, or which representative of the foreign manufacturer? Write the full legal name used for registration. “Our importer” or “your Hong Kong company” is not a name.
- If the path is a foreign manufacturer’s representative: is that representative already registered as prescribed, and does the manufacturer’s authorisation cover this model? Without that written authority, a lab quote has no landing person.
- Is the applicant printed on the certificate or declaration the same person as the name above? Are the invoice seller and the store name two other people?
If any of the three answers is empty, do not write “we have EAC” or “certification is included in the unit price.” An empty applicant field means the lab quote has no landing person. Intermediaries like to type the store name or the Hong Kong company “just to issue something.” The register will not match that full name, and the paper fails as a whole.
When the buyer insists that the seller apply, write the limit: a Hong Kong person is not usually the Union applicant. What you can send is the model specification, the factory name and address, and the invoice seller’s name, to the Union applicant. Corpable does not act as the Union applicant and does not file the register entry. An advisor can sit with the team on which technical regulation the unit sits under, and which field is missing when the register does not match.
A representative path is not “find a Russian speaker to sign.” The foreign manufacturer’s representative must be registered as prescribed, and the authorisation must cover this model and this factory. A Russian-language business card and a broker’s phone number will still fail the applicant’s full name on the register. An expired authorisation, an authorisation that names only last year’s model, or an authorisation that names a plant that is not this shipment’s contract factory, are all treated as no applicant.
Writing the store name as applicant on the contract or the PI is the most common error this week. The store name is a showcase, not an EAEU legal person. If a draft already uses the store name, change it the same day to “applicant to be confirmed as a Union person.” Do not wait for an intermediary scan and then try to correct the name. The PI seller may be the Hong Kong company while the applicant remains a Union person. Do not force the two fields into the same name so they “look like one company.”
Place the unit on a TR CU / TR EAEU number
Member states share technical regulations. Low-voltage equipment, machinery, toys and food-contact goods are different numbers. The Commission’s list of technical regulations names whether that unit takes a certificate of conformity or a declaration of conformity. A recognised certification body issues the certificate. The applicant registers the declaration. The regulation names the route. An intermediary does not choose “whichever is faster.”
This week, take the product name, rated voltage, intended user (child or not), food-contact status and whether the unit is electrified, and place them on the Commission’s list. Only after a number exists do you talk scheme and validity. Without a number, do not quote “Eurasian certification in a week.” Retitling a luminaire declaration for a stroller produces the regulation-number email: the luminaire sits on an electrical regulation; the stroller sits on a children’s-product regulation. Even if a number exists in the register, it is not this shipment if the covered model does not match.
A supplier’s “whole plant already passed EAC” sheet will not cover a new model or a new factory. Validity and scheme follow that regulation. A neighbour model will not stand in. A trading company stuffing one container from three plants cannot lean on one old paper. A new model, a new power specification or a new contract factory all need the regulation and the applicant placed again. Do not rename last year’s PDF.
If an intermediary picks a declaration because “it is faster than a certificate,” the scheme and the validity will fail later. If the buyer’s purchasing file hard-codes a certificate and you send a declaration, a valid register status still may not satisfy the contract. Ask the buyer for the regulation number, or place this unit yourself, then reply whether the route is a certificate or a declaration.
If one inquiry lists a luminaire, a charger and a stroller, do not cover them with one regulation number. The luminaire sits on an electrical regulation; the charger often sits on a power or low-voltage number; the stroller sits on children’s products. Place each line, then read certificate or declaration on that line. If finance wants one “Eurasian certification fee” in the unit price, split three body quotes first. Do not lock them into a single goods price.
A food-contact cup, children’s tableware and an electrified blender are all called “kitchen goods” in speech. They often do not share a regulation number. Ask the shop floor three things this week: which part contacts food and what it is made of, whether the user is a child, and whether a motor or a power supply sits on this unit. Answer those three, then place the list. That is cheaper than sending a sample to an intermediary to “see what it needs.”
Three field checks on the unified register
Legal effect sits on the unified register, not on a colour page in a courier pouch. A high-resolution scan with no number in the register is still nothing. If the Moscow picture has a cropped number, an abbreviated applicant or a regulation bar that has become a smear, do not forward it as an attachment. Ask for fields you can check.
Collect these five fields before you check. Stop if one is missing:

- Collect the number, the applicant’s full name, the technical-regulation number and the covered model — not only a picture. A colour scan can be a clue. It is not the check.
- Confirm those four exist together on the unified register, that status is valid, and that the model is this shipment. One missing field fails the file. Do not check the number and ignore an applicant that is only a store name.
- Only then put the number in the pack and mark it “as on the register.” If the check fails, stop “saleable in Russia” prices and sailing dates the same day, and stop the shop floor from printing the EAC mark.
Use the unified register as published through the Commission. An intermediary’s own search screenshot, or a chat message that says “already entered,” does not replace a field check you run yourself. Take this shipment’s model and the invoice seller with you when you search, so a neighbour model’s valid record is not treated as yours.
The two fields teams skip are covered model and applicant full name. A number that searches, a series code instead of the model, and an applicant written as an abbreviation or an English store name, will still be treated as missing by the broker. Copy the model and the applicant off the register page into the shipment file, and set them beside this packing list and invoice. Do not answer “found it” only in chat.
Status is not decoration. Suspended, withdrawn or expired is treated as missing. Do not quote this week’s sailing date on “it was valid last year.” Validity follows that regulation and that register line. A neighbour model’s dates cannot be borrowed. Keep the screenshot and the five fields in this shipment’s folder. Later correction letters and PI attachments quote the same set.
What happens if a CE scan is sent as a register entry
CE answers EU directives. The Union register wants a certificate or declaration number under that technical regulation. CE will not enter the register. A retitled file goes out; the buyer or the broker searches the register next. The search returns empty. The order pauses, the sailing date is questioned, and an EAC mark already printed on the carton becomes evidence: the mark is on the pack, and the register has no matching record.
The week after the Moscow scan usually runs like this. Purchasing forwards your PDF to the broker. The broker searches the number. The register is empty, or the applicant and the regulation do not match. Purchasing writes back asking for “the real EAC” or the booking is cancelled. Explaining that “CE is also conformity” is already late. They want a number the register can read, not a declaration from another market.
If a CE pack has already gone out as EAC, send a written correction the same day. Do not repair it on a call. The old mail will be stapled to the contract. The correction can follow this text; change the model and the date:
“The file attached on Tuesday is the EU conformity path (CE declaration / technical file). It is not a certificate or declaration under a Eurasian Economic Union technical regulation, and it will not appear on the unified register. The Union path first names a Union applicant (or a foreign manufacturer’s representative registered as prescribed), then follows the TR CU / TR EAEU number for this unit. The number, the applicant’s full name, the regulation, the covered model and the status on the unified register are what count. Please treat this letter as controlling and withdraw Tuesday’s retitled attachment. We will send the pack below to the Union applicant this week, and we will send you the number only after the register matches.”
The same day the correction goes out, tell the shop floor not to print the EAC mark until the register matches. Tell sales not to write “EAC passed / saleable in Russia” on the showcase or the PI. Tell the forwarder not to file the CE scan in the “certificates” sleeve as a clearance paper.
The EU technical file may go to the Union applicant as homework. Homework is not a register entry. Do not bind CE, RoHS and UKCA into one PDF titled “Eurasian certification.” How Great Britain reads CE still sits on the UKCA page. Do not write the Great Britain path into the Union register.
Do not send the correction only to purchasing. Copy the broker and the forwarder who received the old attachment, and put “withdraw Tuesday’s EAC attachment” in the subject. The old PDF still sits in their drive; saying “that file is void” on a call is not enough. If the same file went out in Trade Assurance chat, add one line there: the email correction controls. Do not let a screenshot and a mail tell two stories.
If the shop floor has already opened a print order on the old attachment, withdraw that print order in writing the same hour the correction goes out. Cartons printed but not packed sit in a separate stack. Cartons packed but not shipped are opened and checked before they are sealed again. An EAC mark on the pack with no number on the register is harder to unwind than a two-day delay.
Split GOST and sanitary registration from EAC
When the buyer writes GOST and EAC in one sentence, split the reply into two paragraphs. EAC is Union technical regulations and the unified register. Old GOST schemes and sanitary registration (SGR) keep their own files. One line that says “we have GOST, that can stand in for EAC” lets the other side believe a number already sits on the register. The next search comes back empty, and you are back in the colour-scan week.
Sanitary registration (SGR) often appears on its own for cosmetics and for some objects that contact the body or food. It does not answer whether this unit has a certificate or a declaration under the named technical regulation. It is another sanitary path. A shop-floor scan of an SGR retitled as EAC still does not create a register record.
Ask for the files in separate lines: EAC needs a certificate or declaration the unified register can check; GOST, if the buyer’s purchasing file still wants it, stays on the old-scheme sheet; sanitary registration, if that category needs it, stays on the SGR sheet. Do not bind the three into one book, and do not merge them with CE into one “Eurasia plus EU” intermediary sheet.
The forwarder’s bag splits the same way: a Union register summary only after the fields match; GOST or sanitary papers only if the buyer named them; invoice and packing list. Do not let the forwarder “pick the sheet that looks like a certificate.” British, Brazilian and Gulf papers sit on their own pages. Do not stuff them into this bag to make it look thick.
When one mail asks for “EAC + GOST + hygienic,” reply in three short paragraphs. Each paragraph answers only whether that bag is needed, whose file it is, and whether it can be checked on the unified register. If they cannot name the sanitary object, ask whether they want SGR or a purchasing policy. If they still cannot name it, do not start a sanitary path, and do not drop an old GOST into the EAC paragraph.
Cosmetics, disinfectants and some children’s-contact goods see sanitary registration more often. Luminaires and plain mechanical hardware with a spoken “hygiene certificate” are often last year’s habit on a new inquiry. Ask category and contact object this week before you decide whether the third sleeve holds anything. An empty sleeve is safer than the wrong file.
Booked to sail, register still empty: stop the loss
If the booking already exists and the register is still empty, stop the sentences first. Do not invent a number. Tell sales to stop sending sailing dates and unit prices that say “certified / saleable in Russia / EAC passed.” Tell the forwarder not to put a retitled CE in the clearance sleeve. Tell the shop floor not to print the EAC mark on the pack or the nameplate.
Send a matching register entry if you have one. When the number, the applicant, the regulation, the model and the status all match, put the number in the buyer pack and mark it as on the register. When they do not match, write that the Union register has not been matched and that this shipment is not quoted as certified. Do not lock a sailing date with “in process, a few days.” Do not write an official lead time. Actual days follow the body and the port that week.
An applicant in Kazakhstan with goods bound for Russia, or an applicant in Belarus with goods bound for Kazakhstan, is still checked on the same unified register. Member states share the technical regulations. What matches is that certificate or declaration, not “another paper once it reaches that port.” Extra papers a port asks for follow that day. An empty register is not fixed by changing the port of entry.
Do not invent a certificate number. Do not hand the Alibaba.com master account or the back-office password to an intermediary “to complete the certificate.” Do not lock an “official EAC fee” into the unit price. Bodies quote by model. There is no site-wide official price. Membership wires to ALIBABA.COM HONG KONG LIMITED. Opening the store includes neither the applicant nor the register entry.
What the port asks for follows that day’s handling. Do not write a penalty figure, a delay amount or a return-freight number into the contract as a quote. The contract can name the applicant, the technical regulation, the rule that the number follows the unified register, and the limit that the seller does not promise the goods are saleable before the register matches. If the goods are already moving, send only a matching register entry. Do not change origin or forge a number “to help clearance.”
On the booking mail, the sailing schedule and the packing-list remarks to the buyer, delete “EAC certified” and “ready for Russia.” Do not name the forwarder’s system file EAC either. That file name is forwarded to the broker and will fight the correction letter. Call it “commercial docs” or “invoice pack.” Add the certificate sleeve only after the five fields match.
When an intermediary says “sail first, complete the register at destination,” write down: this shipment is not promised as certified; any later paper is only a matching register entry; no invented number; no applicant-name rewrite to fit the old scan. “We’ll deal with it at the port” does not enter the contract. If it does enter the contract and the register is still empty, the loss sits with whoever already wrote certified.
Pack for the Union applicant
Once the applicant is named, what leaves the desk this week is a pack for the Union person or the registered representative — not a retitled CE. One missing item and they cannot place the regulation or enter the register.

The pack goes to the applicant. Testing and registration sit with the applicant under that regulation. You can follow the work, ask for the number, and run the five-field check yourself. Do not sign the declaration in the applicant’s place, and do not type the Hong Kong company as applicant “just to issue a copy.”
On a mixed container, a multi-plant order or an OEM label, write each plant’s name and address on its own line. One pack covering three factories will not match the production site on the register. Place a new model on the regulation before you decide whether a new certificate or declaration is needed. Do not assume a plant-wide pass still holds.
The pack cover for the applicant is four lines: this model, the factory’s full name and address, the invoice seller’s full name, and “EU file is homework only.” That cover matters more than putting CE on page one. If page one is CE, the other side or the next intermediary will treat it as the file to register. Order the attachments as model specification, factory information, invoice seller, then the EU homework.
If the buyer asks you to “apply in the store name, it is faster,” reply: the store name cannot be the applicant; the applicant is an EAEU legal person or a representative already registered as prescribed; the membership year does not create that person. Put that sentence in the mail to the applicant and copy the buyer, so purchasing does not treat the Alibaba.com account as the Union register name.
Until the register matches: which lines the shop floor and the quote must stop
Until the five register fields match together, the shop floor does not print the EAC mark and does not cut the mark into a nameplate die. A mark printed while the register is empty is evidence, not a head start. Artwork may leave a space. A space is not a right to use the mark.
Do not write “EAC passed / Eurasia fully certified / saleable in Russia” on the showcase, the main image or the Trade Assurance product page. Without a register match, those sentences will be screenshotted and used to demand goods. If you write anything, write that in-scope products follow Union technical regulations through a Union applicant, and that the number follows the unified register.
Do not write “official EAC fee included” or “EAC certified” on the quote or the PI. Write instead: applicant to be confirmed; regulation number to be placed for this unit; testing quoted by the body and not folded into the goods price; number follows the register. If a PI has already gone out as certified, void the old page the same day, attach the correction letter, and list the applicant and regulation still open.
When the forwarder asks which sleeve holds “the certificates,” an empty sleeve is safer than a retitled CE until the register matches. The UK, Brazil and the Gulf each have their own page. Do not fill the bag with UKCA, INMETRO or G-Mark scans to invent an “international certification” pack.
Sales can send the shop floor a three-line stop-print note the same day: the five register fields do not match; this shipment’s pack and nameplate do not take the EAC mark; any print order already opened is void. Copy the forwarder and the merchandiser so the shop floor does not keep printing from the old inquiry. Change the artwork to a reserved box with a note on the edge: place the mark only after the register matches. Do not send the buyer a mock-up that already looks marked.
On the quote sheet, the certification column says “to be handled by the applicant under the regulation; number follows the unified register” until the fields match. Do not put an amount there as if it were an official fee. Attach the body’s quote on its own sheet, named to the model, marked as not an official tariff. When the buyer screenshots your quote against another “EAC included” unit price, you have fields to compare, not a bare certified line to fight.

Stop “EAC passed” sailing dates. Send a matching register entry if you have one. Do not invent a certificate number. Do not hand the master account to an intermediary. What the port asks for follows that day. Do not write a penalty figure or an “official EAC fee” into the contract.
